The BMS Family Health and Wellness Centers WIC program received the USDA Gold Breastfeeding Award of Excellence 2024 for outstanding support and promotion of breastfeeding. This award recognizes programs that help low-income pregnant and postpartum individuals, infants, and young children stay healthy through nutrition and breastfeeding guidance. BMS WIC provides tailored food packages, nutrition counseling, breastfeeding support, and social service referrals, showing a strong commitment to the health and wellbeing of the families in their communities.

The NCQA Accountable Health Organization (AHO) Award is a recognition from the National Committee for Quality Assurance. It is given to health organizations that show they can manage the care of a group of patients in a way that improves quality, lowers costs, and coordinates services across different providers. This award means the organization uses data, teamwork, and patient-focused strategies to make care more efficient, effective, and connected for the people they serve.

CHC FQHC Quality Recognition is an award given by the Health Resources and Services Administration to a Federally Qualified Health Center (FQHC) that shows strong performance in patient care. An FQHC is a community-based health center that receives federal support to provide affordable care to everyone, especially underserved populations. Quality recognition means the center has met or exceeded national standards in areas like preventive care, managing chronic diseases, patient safety, and health outcomes. In short, it shows the health center is delivering high-quality, accessible care to its community.

Patient-Centered Medical Home (PCMH) is a model of care recognized by organizations like the National Committee for Quality Assurance. It means a health center focuses on putting patients at the center of their care. In a PCMH, a team of providers works together to coordinate all of a patient’s health needs — including checkups, specialist visits, and follow-up care. The model emphasizes strong communication, easier access to appointments, and long-term relationships between patients and their care teams. Overall, being a PCMH shows that a health center is organized to provide more coordinated, comprehensive, and patient-focused care. BMS was awarded the 2024 and 2025 New York State PCMH recognition for its three primary care sites: Main (592), Ashford, and Bristol.

The Preventive Health Recognition is an award from the Health Resources and Services Administration given to health centers that excel in helping patients stay healthy and avoid disease. It means the center does a strong job providing services like immunizations, screenings, checkups, and counseling so health problems can be caught early or prevented. This recognition shows the center is focused on keeping patients healthy before serious illnesses develop.

The Improving Access to Health Care Recognition is an award from the Health Resources and Services Administration given to health centers that have expanded access to care for their communities. It means the center has increased the number of patients served and improved availability of services, especially for underserved populations. This recognition highlights a commitment to making health care more accessible, reducing barriers to care, and ensuring more people can receive the services they need.

The National Quality Leader – Behavioral Health award is a recognition from the Health Resources and Services Administration given to health centers that are top performers in providing high-quality mental health and substance use care. It means the center achieves strong results in screening, treatment, and follow-up for conditions like depression, anxiety, or substance use disorders. This award shows the health center is committed to delivering effective, accessible behavioral health services that support patients’ overall well-being.

The National Quality Leader – Cancer Screening award is a recognition from the Health Resources and Services Administration given to health centers that are top performers in cancer screening rates nationwide. It means the center does an outstanding job making sure patients receive recommended screenings—such as breast, cervical, or colorectal cancer screenings—so cancer can be found early when it is easier to treat. This award shows the health center is committed to prevention and helping patients stay healthy through early detection.

The National Quality Leader – Diabetes Health award is a recognition from the Health Resources and Services Administration given to health centers that rank among the best in the country for diabetes care. It means the center has achieved strong results in helping patients manage their diabetes, such as keeping blood sugar levels under control and reducing health complications. This award shows the health center provides high-quality, effective care that helps patients with diabetes stay healthier.

In 2024 and 2025, BMS was awarded the Community Health Center Quality Recognition (CHQR) “Advancing Health IT for Quality” badge by the Health Resources and Services Administration. This award recognizes health centers that effectively use technology to improve patient care. It means BMS uses electronic health records, offers telehealth services, securely shares medical information, engages patients through digital tools, and collects data on social factors affecting health. The recognition highlights that BMS is leveraging health information technology in meaningful ways to enhance care quality, access, and coordination.

In 2024 and 2025, BMS was awarded the Silver Medal Award: Health Center Quality Leader by the Health Resources and Services Administration. This national recognition honors community health centers that rank among the top performers in the country for providing high-quality care. Health centers earn the award based on strong results in areas like preventive care, chronic disease management, and overall patient outcomes reported through national data. Receiving a Silver Medal shows that BMS is performing above most centers and is committed to delivering safe, effective, and high-quality care to its patients.

Velma Gamble brings more than 25 years of experience in family and community engagement through her service with the New York City Department of Education. Throughout her career, she worked closely with families, staff, and community partners to strengthen communication, coordinate programs, and support individuals in navigating complex systems. As a long-time patient of the FQHC for nearly a decade, Velma offers a valuable patient-centered perspective grounded in lived experience. Her background in community outreach, conflict resolution, and advocacy, combined with her deep understanding of patient needs, allows her to contribute meaningfully to the Board of Directors in advancing accessible, compassionate, and high-quality care for the community.

We support patients 60 and older in the prevention of health complications and hospitalizations with user-friendly and easy-to-navigate resources.

Our team screens and follows up to make sure our patients receive:

• Education on how to appropriately care for chronic conditions, such as diabetes, and prescription management
• Access to therapy services
• Adequate transportation to attend medical appointments
• External assistance services, such as affordable housing and home care
• Direct care and rehabilitation services

Our compassionate team encourages and teaches clients to help themselves within their own capabilities in performing daily life activities and guides them in their journey to living a healthier life.

Karey Wallace is an experienced and mission-driven human resources executive serving as Vice President of Human Resources at BMS Family Health and Wellness Centers. Since joining BMS in September 2024, she has led the organization’s human capital strategy, shaping policies and practices that drive organizational excellence, workforce engagement, and operational readiness in an evolving healthcare and sociopolitical landscape.

Her business acumen and expertise in collaborative leadership, organizational development, workforce planning, and labor relations have strengthened BMS’s change initiatives and enhanced its ability to support both patients and staff.

Prior to BMS, Karey served as the senior HR leader at STARTCare (formerly START Treatment and Recovery Centers), where she led People and Culture initiatives to optimize workforce performance and advance business excellence. Her strategic approach to resolving workforce challenges and her commitment to equity resulted in improved organizational performance, higher employee engagement, reduced turnover, and a forward-thinking total rewards program aligned with the social determinants of health.

Mr. Edmund Awuah has served as Chief Financial Officer of BMS since May 2006, and assumed the additional role of Executive Vice President in 2024. He is a Certified Public Accountant with decades of experience in the fields of accounting, auditing, financial management, fiscal consulting, and academia. He is also a Chartered Global Management Accountant, a professional management accounting designation which promotes the science of management accounting on the global stage. His previous positions include Comptroller at the New York Foundling Hospital, Chief Financial Officer at Bedford Stuyvesant Family Health Center, and Audit Manager at Mitchell & Titus LLP. Mr. Awuah has a Bachelor of Business Administration degree in finance and a Master of Science degree in accounting. He is a member of the New York State Society of CPAs (NYSSCPA) and the American Institute of Certified Public Accountants. Mr. Awuah has served on several committees of the NYSSCPA, including the Health Care Committee and the Chief Financial Officers’ Committee.

Dr. Camille Taylor-Mullings joined BMS as an internist upon completing her residency in internal medicine at Kings County Hospital. In the intervening years, she has worked her way up in the organization from physician to lead physician for the Adult Medicine Department, to Assistant Medical Director, to founding Deputy Medical Director of the BMS at Bristol satellite facility that BMS opened in 2006. As Medical Director and Chief Medical Officer, Dr. Taylor-Mullings oversees the operation and clinical staff of seven clinical sites. Under her leadership, BMS achieved Patient Centered Medical Home Level 3 designation at three sites, along with the distinction of being the only free-standing health center in Brooklyn with accreditation from the Joint Commission. Additionally, BMS achieved NCQA diabetes management recognition, and her efforts resulted in marked improvements in health outcomes for diabetic patients. Dr. Taylor-Mullings was awarded a 2026 Health Excellence Award at the NYS 55th Annual Association of Black, Puerto Rican Hispanic & Asian Legislators Inc. Caucus, awarded by Senator Roxanne Persaud’s office.

Ms. Michelle Everett-Oxley became the President and Chief Executive Officer of BMS Family Health and Wellness Centers in April 2024 as a strategic, accountable, and service-driven professional with over a decade of experience in clinical facility management. She previously served as the Executive Director of Healthcare at Care for the Homeless where she managed a $45 million budget and oversaw a staff of 100 across 20 sites. In this capacity, she implemented a value-based care payment methodology and improved the cost-effectiveness of the 340b drug program. She also collaborated with the development department to secure a $9 million grant from the U.S. Department of Housing and Urban Development for street outreach. As Center Director for the Community Health Network of New York she established the first walk-in testing site for COVID-19 under the direction of Governor Cuomo and oversaw the administration of thousands of tests and oversaw a federally qualified health center. She was awarded the 2021 Above and Beyond Call of Duty Award by this organization. Ms. Everett-Oxley has a bachelor’s degree from Syracuse University, a master’s degree in social work from Hunter College and a Healthcare Leadership Certification from the City University of New York. 

Maurice Reid is Treasurer of the Board of Directors at the Brownsville Community Development Corporation (d/b/a BMS Family Health and Wellness Centers), where he has served for 14 years. With over 15 years of experience in nonprofit administration and healthcare management, his career includes leadership roles in healthcare, child development, public policy, and civic engagement.

A lifelong Brownsville resident, Mr. Reid has held key positions such as
Executive Director of the Brownsville Child Development Center, Deputy Director at Medgar Evers College’s Center for Law and Social Justice, and Director of District Operations for a Brooklyn Congressman. He holds a bachelor’s degree in business administration, a master’s in public administration, and a certification in nonprofit management from NYU.

In addition to his board role, he leads KenJam Consultants LLC, serves as President of the Borough Development Group, and advises local health coalitions. Deeply committed to community service, Mr. Reid also mentors youth, helps organize the annual Brownsville Health Fair, and serves as a deacon at Brownsville Baptist Church.

Through his dedicated service, Maurice Reid continues to strengthen the organizational foundation of the Brownsville Family Health and Wellness Centers, supporting its mission to provide comprehensive, accessible healthcare services to all community members.
